What it is
Masterkey is a universal, publicly governed skills and work wallet under Accra Reset and the Global Reset Dialogues. It is designed to let people obtain, hold and share trusted evidence of qualifications and work experience across employers, recruitment services, platforms and countries.
How it works
Participating institutions and employers issue attributable records. The holder chooses what to share; the recipient can check the issuer and the record's status. A qualification earned at home, an overseas client reference or experience acquired abroad can become part of an accumulating career asset rather than remain trapped in one service.
Kenya's first implementation
President William Samoei Ruto champions the initiative. Kenya's planned first application is a skills and work wallet accessible through eCitizen, with core access and sharing free to citizens. A staged pilot is intended to connect existing training and employment channels, followed by wider access as institutions and services become ready.
The wider opportunity
Masterkey connects domestic work, remote services and lawful international mobility. It builds on the Ghana-Spain corridor design work and seeks reciprocal arrangements that benefit workers, origin countries and employers. Privacy, worker choice, trusted records and labour safeguards are central. The wallet complements recruitment services; it does not itself award jobs, visas or professional recognition.
